The sme afternoon my French Colleague and I met at

Mr. Bugene Chen's where we jointly drafted a new it lies

Chen forwarding a slightly revised formula which he said

had secured Dr. Jun's approval, adding that Hr. Too had

been instructed to reply in this sense. Ve therefore mid-

re-ssed a formal letter to Dr. Hum on August 7th, embody-

ing the clause (enclosure K,6).

It might ressonably ahve been supposed that the ques-

tion was now closed, on the following day howover the

Commissioner of Breign Affairs addressed us a letter (en-

alomre 1.7), in which he put aside Dr, Bun's formula,

substituting another one which had already been rejected

by us. He als objected to our having reduced to writing

the so-called "fentlemen's Agreement", the previously

drafted article relating to the Folios (see my telegram

No.37 of Angust 14th). A few days later my French (11-

sague and I had reason, as will be seen, to congratulate

ourselves on having done so.

This led to further correspondence with the Commiss-

ioner of Foreign Affairs (enclosures 8 / 10), in which we

eventually agreed upon a revised version of the Folioe clause, to be interpreted by reference to the dumbkimsələ

Agreement as reduced to writing in its final form. On

August 12th the Deputy Immissioner of Foreign Affairs

osme round to announce that the terms had been accepted

and that the strikers wuld return to work the following

Morning. The next day we received an official letter from

the ŋŋmissiner of Foreign Affairs to this effect
